Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender passport, including convictions related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning measures where allowed by the procurement documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register. For service contracts, the bidder must have completed at least 3 digital learning environment service contracts in the last 3 years with a total value of more than EUR 20,000; the contracts may still be ongoing. The tender price must be submitted in the structure set out in the tender documents. The bidder must also confirm that the tender complies with all conditions set out in the procurement documents and must allow a presentation of its learning environment to the contracting authority.
