Compliance requirements
The tender documents include standard exclusion grounds. The bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the company, have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures. The exact list of exclusion grounds and the required confirmations should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must meet financial and technical capacity requirements, which differ by lot. For Lot 1, design services, the average annual net turnover for the last three completed financial years must be at least EUR 100,000. For Lot 2, expert assessment services, the same figure must be at least EUR 6,000. The bidder must confirm this in the ESPD, and the contracting authority may request an extract from the last three annual accounts or another document proving turnover. The person responsible for managing design work must hold a road engineer professional qualification with specialisation in road construction and maintenance, competence in design management or an equivalent EQF level of at least 7, except for an initial qualification. The bidder must provide details of that person in the ESPD and, if requested, documents proving the professional qualification.
