Compliance requirements

The exclusion grounds include, at a minimum, final convictions for participation in a criminal organisation, corruption, fraud and other offences listed in the procurement documents. If such a ground applies, the bidder may submit evidence of self-cleaning, where permitted. The ESPD also requires answers to the other exclusion-ground questions and, where relevant, the date of conviction, the reason, the convicted person, the duration of exclusion and any electronically available evidence. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must involve at least two people to perform the service: a project manager and a creative director. Both must personally participate in the performance of the framework agreement and must have experience in delivering large events. The project manager must have organised at least two different contact events in the 60 months before the contract notice was published, with at least 3,000 people attending on site and with a programme that included both entertainment and catering. The creative director must have organised at least two contact events, or created a creative concept for an event, in the 36 months before the contract notice was published, with at least 1,500 people attending on site and with a programme that included entertainment. The bidder must submit the project manager’s and creative director’s details and previous work experience using the contracting authority’s CV form. The contracting authority may verify the information provided and request additional evidence, which must be submitted within 3 working days. A sample event description must be submitted in free form and must include the vision for project management and technical delivery, an action plan, the distribution of roles and responsibilities within the project team, risk mitigation measures, and the event concept and programme vision. If the bid is a joint bid, a power of attorney for the joint bidders must also be included, together with the CVs of the project manager and creative director. The bid must comply with all requirements set out in the procurement documents; conditional bids are not allowed.
