Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The machine-readable notice includes mandatory exclusion grounds for criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other standard conviction-based grounds from the tender passport. For each ground, the bidder must confirm whether it applies, and if it does, provide the conviction date, reason, who was convicted, the exclusion period stated in the judgment, and whether self-cleaning measures were taken. The notice also indicates that evidence may be submitted to show restored reliability, and that the possibility of self-cleaning depends on the legal conditions or the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover from sewing services in each of the last three completed financial years must be at least EUR 100,000 for the period 01/01/2022–31/12/2024. If requested by the contracting authority and if the data are not available from a public register, the bidder must submit the financial statements for the last three financial years or extracts from them. In the case of a joint bid, the offer must include a power of attorney and information on the size and nature of each joint bidder’s share of the contract. The bid must comply with the tender documents, conditional bids are not allowed, and if equivalent goods are offered, evidence must be provided, such as the manufacturer’s technical file, test reports, declarations, certificates, a comparison table, the model name, and pictures or drawings of the offered item.
