Compliance requirements
The exclusion grounds include, at minimum, participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour and other forms of human trafficking, involvement in a criminal organisation, commission of a terrorist act or offences related to terrorist activity, and other statutory exclusion grounds listed in the ESPD. The bidder or its management body member, person with representation rights, or person exercising control must not have a current final conviction in these categories within the last five years, unless the law or tender documents provide otherwise. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The exact exclusion grounds and any exceptions must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must have been at least EUR 1,000,000; the ESPD must include the net turnover figures for 2024 and 2025. The bidder must have properly performed at least one similar construction contract within the last 60 months. A similar contract means a contract where the bidder acted as the main contractor and the works were carried out at a rescue service building, internal security or defence building, correctional facility building, or office building, and included construction or reconstruction of the load-bearing structures and external envelope of a building or building part, interior construction or reconstruction, and installation of a new electrical system. The bidder must provide a list of contracts with partner details, object description and contract period, and, where requested, a client confirmation that the works were performed properly. For the works, the bidder must involve a site manager with at least Construction Engineer, level 6, specialisation in Building Construction, field of activity Construction Management, or equivalent, or at least Construction Manager, level 6, with the full specialisation in general construction. In addition, a specialist responsible for high-voltage systems must be involved, holding at least a category B competence certificate or at least Electrical Engineer, level 6, with specialisation in Consumer Electrical Installations or Building Electrical Installations. The site manager and the specialist for the relevant trade must not be the same person. If a professional certificate was issued outside Estonia, the bidder must also submit the document from the competent authority that issued the certificate and a document from the competent Estonian authority confirming equivalence. The bid must include Form 2 participation application, Form 3 price table and Form 4 CVs for the required specialists. If any requirement is only described in more detail in the tender documents, it must be checked in the tender documents.
