Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, and other listed criminal offences. If an exclusion ground applies, the bidder may be asked to provide evidence of self-cleaning, where allowed by the procurement documents or applicable law. The machine-readable notice did not include the full list of exclusion grounds, so the exact details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove proper performance of at least one similar construction contract completed within the last 60 months. The reference must concern the construction of a new battery system for a solar power plant with an energy capacity of at least 150 kWh, and the work must have been carried out as main contractor or subcontractor. The reference contract may have started earlier than 60 months ago, but for qualification at least the reference work must have been carried out and accepted by the client. The bid must include the completed bill of quantities and evidence showing compliance with the technical specification for the offered battery bank. If the bidder relies on the resources of another company, the details of that entity and the required evidence must also be submitted. The person submitting or signing the bid must have the right to represent the bidder; if an authorised representative is used, a power of attorney must be attached. In a joint bid, a joint representative must be appointed and a power of attorney signed by all joint bidders must be included. The bidder must be established in Estonia, another EU Member State, an EEA Agreement country or a country that has joined the WTO Government Procurement Agreement; companies established in the Russian Federation or the Republic of Belarus may not participate.
