Compliance requirements
The machine-readable notice lists mandatory exclusion grounds for criminal convictions, including participation in a criminal organisation, corruption, fraud and terrorism-related offences. If such a ground applies, the bidder may be allowed to prove self-cleaning measures, and in some cases the contracting authority may accept that the bidder has restored its reliability. The exact exclusion grounds and any self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average annual turnover for 2023 and 2024 must be at least EUR 1,500,000. Extracts from the annual accounts must be provided unless the data are publicly available to the contracting authority from a register.
The bidder must have performed at least 1 contract similar to the subject matter of the procurement, namely audio signal transport, during the 36 months before the start of the procurement. The bidder must provide the contract description, value, period and details of the other contracting party. The contracting authority may ask the other party to confirm the accuracy of the information.
The bid must comply with the technical specification and include a list of the technological support solution components, stating the component names, quantities, models and manufacturer. A schematic of the technical solution must also be submitted so that the contracting authority can assess compliance.
By the time of final bid submission, the bidder must have filed the required economic activity notice for providing communications services in the Republic of Estonia, unless the contracting authority can verify this directly from the register.
If the bidder relies on another entity’s resources or experience for the financial and economic standing or technical and professional capability requirements, the relevant signed confirmations must be included. In the case of a joint bid, a power of attorney from the joint bidders must be submitted.
The bid must be submitted in the structure required by the tender documents and without conditions.
