Compliance requirements
The bidder must confirm the absence of exclusion grounds. The notice lists criminal convictions, illegal employment of foreign nationals, child labour and human trafficking, tax or social security debts, sanctions-related grounds, serious or repeated breach of previous public contracts, and false statements or failure to provide requested documents. In a joint bid, each joint bidder must submit the confirmations on the required form. The machine-readable notice did not include any more precise exclusion requirements; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of an EU Member State, an EEA contracting state or a WTO GPA country, if this is required by the laws of the bidder’s country of establishment. An Estonian bidder does not need to submit a copy of the registration certificate if the information is publicly available to the contracting authority.
If the bidder relies on the capacities of another party to prove economic and financial standing or technical and professional ability, it must provide the details of that party on the HD Annex 5 form and also submit that party’s confirmations on the HD Annex 5.1 form.
The bidder’s net turnover for each of the last three completed financial years before the start of the procurement (2023, 2024, 2025) must be at least EUR 1,600,000 excluding VAT per year. If the financial year does not run from 1 January to 31 December, the bidder must provide data for its corresponding financial years.
Within the last 60 months, the bidder must have completed at least 2 building design-and-construction contracts. At least one contract must have included design and construction works for a building with a closed net floor area of at least 205 m². Similar works are those for which at least the structural part, technical systems part, electrical installation part, fire safety part and energy efficiency part were prepared. The works must have been accepted and there must have been no material breaches.
The bidder must submit the completed-contract data on the HD Annex 5 form. On the contracting authority’s request, the bidder must provide a client confirmation of the completed works.
The bidder must submit the HD Annex 2 participation application and the HD Annex 7 tender price form. In a joint bid, the HD Annex 4 power of attorney must be provided. The bid must also comply with the procurement documents, and where necessary equivalence must be explained and evidence attached.
The machine-readable notice did not include any further precise qualification or compliance requirements; the remaining details must be checked in the tender documents. The notice also includes green furniture conditions: legally harvested wood, REACH candidate substances disclosure, disassembly and repair instructions, a minimum 2-year warranty and spare-part availability for at least two years after delivery, plus a sanctions-compliance confirmation and, if applicable, a joint-bid power of attorney.
