Compliance requirements

The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder must also confirm that it does not use subcontractors or suppliers that are subject to the EU sanctions restriction described in the tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds

The bidder must demonstrate technical and professional capability with at least one previous contract performed within the 60 months before the start of the procurement, either as the main contractor or as a subcontractor carrying out or organising all construction works. Suitable experience is one of the following: full construction or reconstruction of at least 30 km of drainage ditches in a land improvement system; full renewal or maintenance of at least 60 km of drainage ditches in a land improvement system; or construction of at least 30 earth dams during bog or mire water-regime restoration works. If the bidder relies on the resources of another company, the bidder must provide that company’s details and consent. In addition, when submitting the bid, the bidder must confirm that it attended the mandatory guided site visit at the time set by the contracting authority, that the bid complies with the tender documents, that the bid is not conditional, and that any equivalence has been explained and supporting evidence attached where needed. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached.
