Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption and fraud. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked for all grounds, self-cleaning options and required confirmations.
Qualification criteria and exclusion grounds
The bidder must prove at least one properly performed catering services contract completed during the 36 months before the publication of the contract notice. Under that contract, catering services must have been provided for at least 12 months, and the subject of the contract must have been the provision of school lunch at a school for at least 300 pupils or school staff. A list of contracts must be submitted with the contract partner’s name and contact details, a description of the contract subject including the number of people catered for, the contract conclusion and performance dates, and the contract period. If the work was carried out under a framework agreement, qualification may be demonstrated through orders/projects concluded and performed under that framework agreement. The bid must also include a 4-week sample school lunch menu containing meat or fish for upper secondary level, and sample breakfast and lunch menus for the cafeteria, with the names of the dishes and portion weights. The bidder must also confirm that throughout the contract term at least 20% of the raw materials used each month for preparing school lunches will come from organic production, and that it already has or will apply for the organic label for the catering service no later than 90 days after starting service provision.
