Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed by law or the tender documents. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity. The required average annual turnover is at least EUR 80,000 for the period 1 January 2023 to 31 December 2025. In addition, the bidder must have performed at least 3 sales or rental contracts for presentation equipment during the 36 months preceding the start of the procurement, with a total value of at least EUR 100,000 including VAT per contract per year. The references must show at least three similar contracts, their time and place of performance, and the client’s contact details. The bid must include the completed technical specification; the technical documentation must be in Estonian or English. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bid must comply with all conditions set out in the tender documents, and conditional bids are not allowed.
