It must have the financial resources needed to perform the contract and the means to cover any damage that may arise from a possible breach. The bidder must also have personnel with the qualifications needed to perform the contract. The proposed software solution must have a user manual. The bidder must confirm that during the last 36 months there have been no significant breaches in the performance of previous public contracts or failure to perform agreed work within the scope of the submitted tender. In addition, the bidder must prove that during the last three years, 2023–2025, it has performed contracts equivalent to the subject of the tender.
