Compliance requirements
The bidder and its persons with representation rights must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, commission of a terrorist act or offences related to terrorist activities, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may in certain cases submit evidence of self-cleaning measures to restore reliability. The exact exclusion grounds and any exceptions must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove economic and technical capacity. The net turnover for the last financial year ended by the start of the procurement must be at least EUR 165,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the bidder must also provide that entity’s details and, where required, the consent and evidence requested by the contracting authority.
For technical capacity, the bidder must submit a list of public road construction contracts completed within the 60 months preceding the start of the procurement and matching the characteristics defined by the contracting authority. The contracting authority may request a client confirmation or other evidence that the works were performed properly.
