Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds, so the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 contracts in the last 36 months for the installation, modernisation or replacement of a professional cinema projection solution in an operating cinema environment. At least one contract must have included the supply and commissioning of a digital cinema projector, an integrated media server, and system setup or integration with cinema technical systems. On request, the bidder must provide evidence of these contracts, and in the ESPD state the contract description, client name and contact details. In addition, the bidder must have at least 1 responsible technical specialist or contractual maintenance partner capable of providing on-site technical support in Estonia for contract performance. The bid must comply with the procurement documents, the technical specification, DCI compliance and compatibility with the existing infrastructure; the technical offer must include the manufacturer and model names, manufacturer datasheets, a description of the integration solution, a DCI statement or manufacturer documentation, and a description of the technical support process. The bid price must be submitted in the required structure and the completed pricing form must be included. In the case of a joint bid, a power of attorney for the joint bidders must be attached.
