Compliance requirements

The bidder and its relevant managers or representatives must confirm that none of these grounds apply. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning, where allowed by the tender documents or law. Qualification criteria and exclusion grounds
The bidder must show an average annual net turnover of at least EUR 500,000 for each of the last three financial years ended by the start of the procurement procedure. The turnover must be declared in the ESPD, and the successful bidder must provide supporting evidence on request if the data are not publicly available from official registers.
Within the 36 months before the start of the procurement, the bidder must have properly performed at least 3 software development, programming, consulting and/or maintenance contracts. Each contract must have a value of at least EUR 100,000 excluding VAT. The bidder must provide the contract descriptions, total amounts, periods, client details and other required evidence.
To ensure bid compliance, the bidder must confirm that the bid complies with the tender documents, that no conditional bid has been submitted, that the bid price is presented in the required structure, and that any equivalence has been explained with supporting evidence attached. A trial work must be submitted as a link to a version-control environment in accordance with the requirements set out in the tender document. Team members must be supported by completed CV forms proving compliance with the tender requirements. If the bidder has authorised persons whose details are not visible from the commercial register, their names and personal identification codes must be provided, or the bidder must confirm that no such persons exist.
