Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other offences listed in the ESPD, where the exclusion ground applies. If any exclusion ground exists, the bidder may submit evidence of self-cleaning measures, if permitted. The bidder must also provide, where necessary, details of authorised persons not visible from the business register and confirmation of payment of taxes and social security contributions.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the procurement documents. As compliance requirements, the bid must confirm that the bidder accepts all terms set out in the contract notice and procurement documents and submits a bid only for the matters for which the contracting authority requested competitive bids. The bidder must also provide a list of parcel locker locations and their quantity, which must meet the minimum locations and quantity required in the technical specification. If the bid is a joint bid, separate ESPD documents must be submitted for all joint bidders. If the bidder relies on the capacities of other entities or uses subcontractors, this must be declared where required by the procurement documents.
