Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance criteria; these must be checked in the tender documents. However, the compliance requirements include a written authorisation for joint bids appointing one bidder to represent the others, a declaration on business secrets, confirmation that the offered goods are not subject to international sanctions and do not originate from sanctioned areas, confirmation that the offer remains valid for 4 months, the delivery time of the offered vehicle in days from contract signature, a technical description of the vehicle and its equipment including make and model, a brochure or similar technical material, and a declaration of the operating lease service provider. If the bidder does not provide the operating lease service itself, the service provider must be included as a joint bidder.
