Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons with authority to represent, decide for or control the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm that no other statutory exclusion grounds apply.
If an exclusion ground exists, the bidder may in certain cases submit evidence of self-cleaning measures. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly completed at least 2 construction contracts similar to the subject of the contract within the last 60 months. For each reference contract, the bidder must have acted as the main contractor for at least the erection, extension or full reconstruction of a building or building complex with at least 50 m² of enclosed net floor area. The references must also include construction or reconstruction of load-bearing structures and external envelope elements, construction or reconstruction of interior spaces, installation of a new heating system, a new electrical system and a new low-voltage system.
The reference contract must have been completed properly, and the client’s confirmation or other evidence must show the scope of the works, the completion period and that the works were accepted as compliant. If the bidder relies on the resources of another entity, it must also provide that entity’s details and the required evidence, and where necessary the other entity’s consent.
When submitting the bid, the bidder must confirm that the bid complies with the tender documents, that the construction site has been inspected before submission at least in one of the required port pairs, and that the bid price has been entered in the required structure. If the bid is submitted by an authorised person or as a joint bid, the relevant power of attorney must be attached.
