Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour and other serious offences. If any exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the procurement documents permit it. The exact exclusion grounds and any self-cleaning conditions must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or an equivalent register in its country of establishment, if such registration is required there. If the bidder is established abroad, it must provide a document proving the registration when required.
Financially, the bidder’s average annual net turnover in the design field for the last three financial years must be at least EUR 100,000 per year. If the company has operated for less than three years, the average turnover over its operating period must also be at least EUR 100,000. Joint bidders may combine their turnover figures.
For technical capacity, the bidder must have properly performed at least one contract for the design of a similar building or building complex within the last 36 months, at least up to preliminary design level. Similar buildings are defined as residential buildings with at least 700 m² of enclosed net floor area or larger, including buildings with three or more apartments, care institutions, dormitories, accommodation and catering buildings, office buildings, commercial and service buildings, transport buildings, and entertainment, educational, healthcare and other public buildings. The contract must have resulted in a building permit or in a completed design accepted by the client. Joint bidders may combine experience figures.
The bidder must involve a project manager responsible for leading and organising the preparation of the building design, and that person must participate personally and directly in performance of the contract. The project manager must hold at least level 7 certified civil engineer qualification or an equivalent qualification, such as level 7 authorised architect or another equivalent competence that entitles the person to lead the design work as the responsible specialist. The project manager must have, within the last 5 years, experience in leading the design work for at least one building or building complex with at least 700 m² of enclosed net floor area, at least up to preliminary design level. The bidder must submit the project manager’s name, qualification details, evidence of experience, and a signed confirmation from the project manager that they will participate in the contract. If the project manager’s employer is not otherwise involved in the bid, the employer’s confirmation must also be provided stating that the specialist’s participation is permitted.
