Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators, or other persons authorised to represent or control the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences, or for any other exclusion grounds named in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm sanctions compliance: it may not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents, or businesses established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions. The contracting authority may reject a bid that would lead to a contract void under the applicable sanctions rules. The machine-readable notice did not include the full precise exclusion grounds; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for hardware and software development transactions in each of the last three completed financial years must be at least EUR 500,000 per year. If the data are not available from a public source, the bidder must provide the last three annual reports or extracts from them. The bidder must submit a service delivery plan in two parts: a proposal and methodology for the development stages, and a risk analysis. These must meet the contracting authority’s requirements and comply with Annex 4, points 2.1.1–2.1.2 and 2.2.1. The bidder must provide a short description of the offered voting and call-handling system, 0.5–1 page long. The description must explain the general nature of the solution, for example whether it is an existing product or a solution to be developed, and which main components and technologies are used. To perform the contract, the bidder must involve a software developer, an electronics or mechatronics engineer, and a software support specialist. One person may fill only one of these roles. A CV in the contracting authority’s required format must be submitted for each team member. The bid must comply with all tender document requirements, be submitted in the required structure, and include the required forms and evidence. Conditional bids are not allowed.
