Compliance requirements
The tender documents include mandatory exclusion grounds, mainly for criminal convictions such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering and other similar grounds. If an exclusion ground applies, the bidder may be allowed to show self-cleaning measures where the procurement rules and tender documents permit it. Qualification criteria and exclusion grounds
The bidder's net turnover for each of the last 2 financial years ended by the start of the procurement must be at least EUR 100,000. If the contracting authority cannot verify this from public registers, an extract from the last 2 annual accounts or another proof of turnover must be provided.
Within the 60 months before the start of the procurement, the bidder must have properly performed at least 3 real estate interior and/or exterior renovation contracts with a net floor area of at least 500 m2. For the reference contracts, the bidder must provide a description, contract value, period and client details; the contracting authority may also request confirmation from the client that the works were performed properly.
A price calculation for the sample object must be submitted as part of the tender according to Annex 2, "Vene 17 remondikava". Before submitting the tender, the bidder must have inspected the contract performance sites; inspection was possible from 16 to 27 April 2026 and the bidder had to confirm that the sites were inspected.
The tender must comply with all tender document requirements and conditional tenders are not allowed. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The bidder must also confirm whether the tender contains trade secrets or whether any trade secret designation is justified properly.
