Compliance requirements
The bidder and its management, representative or supervisory body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorism, human trafficking, tax-related offences or any other exclusion grounds named in the tender documents. Where an exclusion ground applies, the bidder may in some cases submit evidence of self-cleaning measures. The machine-readable notice did not include all exclusion grounds in full; the exact grounds and any self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must hold a valid training licence for a master’s programme in psychology and have an accredited master’s curriculum in psychology. The contracting authority will verify this based on publicly available data. The bid must include a trainee-year description covering at least: compliance with the conditions of the professional qualification award procedure and cooperation with other training partners; the timetable; the minimum and maximum planned number of training places; the annual price per training place with a breakdown of the components listed in the technical specification; and information on how much of the course can be delivered online and how much must be classroom-based. The trainee-year description and timetable must be sufficiently precise for the contracting authority to assess compliance with the procurement documents. The bid must also confirm compliance with the tender documents, that equivalence has been explained where needed and supporting evidence has been attached. In addition, the bidder must confirm compliance with environmental requirements for service delivery, including primarily digital delivery of materials, reasonable file sizes for digital materials, and preference for products with a Type I ecolabel when printing is necessary. If the bid is joint, a power of attorney for the joint bidders must be attached. If the bidder relies on the capacities of other entities or uses subcontractors, this must be declared where applicable. The bidder must also submit a list of managing persons not visible in the business register, including name, role and personal identification code, or confirm that no such persons exist.
