Compliance requirements

The bidder must confirm the mandatory exclusion grounds, including no final conviction in the last 5 years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. Qualification criteria and exclusion grounds

The bidder must have acted as the main contractor for at least 2 similar construction works completed during the last 60 months, each with a closed net floor area of more than 130 m2. Similar works are the construction, extension or reconstruction of welfare institutions, dormitories, accommodation buildings, hospitals and other healthcare buildings, provided that the contract scope included similar technical solutions. Proper performance of the works must be proven with contracts and other evidence. The bidder’s team must include at least a construction manager or construction engineer, level 6, or an equivalent qualified person, and a certified electrical engineer, level 6, or a person with B-competence or equivalent. The construction manager or engineer must specialise in general construction or building construction and have the occupation of construction management or construction activity management. One person may cover more than one role if they meet all required competence requirements. The bidder must ensure the required team is available throughout the contract period and must provide the competent person’s name, qualification and certificate number. The contracting authority may request copies of certificates and education documents. The bid must comply with the conditions set out in the tender documents, and conditional bids are not allowed. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be submitted.
