Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The machine-readable notice did not include the full list in the excerpt, so the exact exclusion grounds and any self-cleaning details must be checked in the tender documents. If an exclusion ground applies, the bidder may need to explain any remedial measures and provide supporting evidence where allowed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The contracting authority may require evidence of registration.
Financial requirement: the bidder’s total annual turnover must be at least EUR 182,000. The exact period is linked in the ESPD to the required financial years, so it must be checked in the tender documents.
Technical and professional requirement: the bidder must have at least 1 previously completed construction contract covering roof replacement with design. The bidder must prove the scope of the work, total value, period, client details and that the work was performed properly.
For compliance, the bidder must confirm that the bid meets the requirements set out in the procurement documents, that conditional bids are not allowed, and that any equivalence has been explained and supporting evidence attached where needed. In the case of a joint bid, an authorised representative must be named and a joint-bid power of attorney must be attached. If the bid contains trade secrets, they must be justified, but the bid price may not be marked as a trade secret.
