Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the other standard exclusion grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may need to explain self-cleaning measures and provide supporting evidence. Qualification criteria and exclusion grounds
The bidder must have prior experience in providing accommodation and catering services. It is considered sufficient if, during the 36 months preceding the start of the procurement, the bidder has properly performed at least 2 accommodation and catering contracts or transactions, and under each contract or transaction at least 200 people were accommodated and catered for at the same time. The experience must be demonstrated by answering the questions in the ESPD; the contracting authority may later request additional information about the completed contracts or transactions from the successful bidder. The bid must comply with the technical requirements in Annex 1 of the descriptive document, and form I on technical compliance must be submitted for this purpose. For catering, a sample menu must be submitted on form II, showing the cost of catering one adult and one child per period and the prices of additional meal portions. If the bidder offers better values than the minimum requirements, these must be stated separately. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with all conditions set out in the tender documents.
