Compliance requirements
The bidder must confirm that neither the company nor its management, supervisory or representation bodies, nor persons authorised to represent or control it, have been finally convicted in the last five years for the listed exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may have to show self-cleaning measures where allowed. The machine-readable notice did not include the full remaining exclusion details, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must have completed at least 1 road construction or road repair contract as the main contractor within the last 36 months. The contract value must be at least EUR 50,000 excluding VAT per contract. The bid must include the contract details and evidence that the work was performed properly. The bidder must have at least one responsible person who will also act as project manager if the contract is awarded and who holds road engineer level 6, chartered road engineer level 7 or authorised road engineer level 8. A copy of the professional certificate, or the person’s name and certificate number, must be provided. Before submitting the bid, the bidder must inspect the road sections. The bid must comply with the conditions set out in the tender documents, and conditional bids are not allowed.
