Compliance requirements
The contracting authority checks the exclusion grounds under Section 95(1) of the Public Procurement Act for the successful bidder before the contract is signed. The bidder must confirm that none of those grounds apply and, if necessary, be ready to provide explanations and evidence of self-cleaning measures. The bidder must also confirm that there is no direct or indirect link to the preparation of this procurement, including through team members, and that there is no conflict of interest. In addition, the bidder must confirm that it does not breach any contracting authority restriction on the right to submit a bid or request based on place of residence or establishment, if such a restriction is set out in the tender documents. Qualification criteria and exclusion grounds
The bidder must submit a bid that complies with the conditions described in the tender documents. The service description must show the bidder profile, team member information, the structure and content of the development programme, the learning methodology and materials for the training modules, the premises and catering provided for the training days, and a detailed activity and timetable. The bid price must be submitted in the required structure and must cover the preparation and delivery of the programme for two participant groups, including individual development support and catering and premises. The team must be sufficiently staffed: a project manager, a coordinator if needed, trainers and subject-matter experts. For the project manager, the bidder must provide proof of higher education and a CV; for trainers and experts, proof of education and CVs must be provided. If this is a joint bid, a power of attorney for the joint bidders must be attached. If equivalent solutions to standards or other requirements are used, equivalence must be explained and supporting evidence attached.
