Qualification criteria and exclusion grounds
Through the ESPD, the bidder must confirm the exclusion grounds relating to participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures. The machine-readable notice did not include precise selection or suitability criteria, so they must be checked in the official tender documents. As compliance requirements, the bid must meet the technical specification; the bidder must complete the technical specification form, submit the manufacturer’s information material, a 5-year preventive maintenance plan and the manufacturer’s instructions, a manufacturer-issued training certificate for the maintenance and repair specialist, and the manufacturer’s confirmation of representation and sales rights in Estonia. The bidder must be ready to provide a test device with 2 sets of consumables within two weeks after the contracting authority’s notice and confirm that the bid complies with the tender documents and that equivalence has been demonstrated where necessary.
