Compliance requirements
The bidder must confirm that no exclusion grounds apply. The machine-readable notice also requires foreign bidders to add copies of documents proving the absence of exclusion grounds. The exact exclusion grounds are listed in the tender documents and include criminal convictions, illegal employment-related offences, child labour or human trafficking, tax or social security debt, and conflicts with international or government sanctions.
Qualification criteria and exclusion grounds
The bidder must prove that during the 36 months before the start of the procurement it has completed at least two quicklime sales contracts with delivery, each worth at least EUR 50,000. A list of those contracts must be submitted, including their value, dates and the other contracting parties. The tender must include the bidder’s completed application to participate on Form I, the quality indicators of the offered quicklime on Form II, the certificate on which Form II is based, and a copy of the safety data sheet. The tender price must be submitted in the structure required on the worksheet titled “Award criteria and evaluated indicators”, as the price per one tonne in euros to two decimal places excluding VAT. The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are linked to the Russian Federation in the specified way, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
