Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or that any exclusion period set in the judgment still applies. The bidder may also need to confirm that it has taken self-cleaning measures and, where applicable, provide evidence. The machine-readable notice did not include the full list of exclusion grounds; the exact grounds and any proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover in the road surface dressing field for each of the last three completed financial years before the start of the procurement must be at least EUR 100,000 per year. The requirement applies to three financial years.
The bidder must have carried out similar works within the 36 months before the start of the procurement in a total amount of at least 10,000 m2. At least 2 compliant works are required.
The bid must comply with the requirements set out in the tender documents, and where necessary equivalence must be explained and evidence of equivalence must be attached. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bid price must be submitted in the prescribed structure. The machine-readable notice did not include any more precise qualification or compliance requirements; the remaining requirements must be checked in the tender documents.
