Construction of public water supply and sewer pipelines in Külitse small town, Aedlinn, part II, phase II

The tender documents state the standard exclusion grounds: the bidder must not have convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; for enabling illegal employment of a foreign national or violating conditions of employment of a foreign national in Estonia, including paying less than the statutory wage rate; or for illegal use of child labour or human trafficking. The bidder must also not have tax, duty or environmental charge arrears, or social security contribution arrears under the law of its country of establishment. The contract may not be awarded if this would breach an international sanction or a sanction of the Government of the Republic. The bidder must provide a free-form confirmation that none of these grounds apply.

The bidder must prove its ability to perform the contract in at least one of two ways. First, it must show that it has at least EUR 100,000 in free funds available for contract performance; this must be evidenced by a bank statement confirming the balance. Second, it must show that its equity as of 31.03.2026 is at least 25% of the balance sheet total, but not less than EUR 100,000; this must be evidenced by a free-form statement together with a balance sheet signed by the bidder’s legal representative for that date. The bidder must have experience gained during the previous 60 months in constructing a gravity sewer and a water pipeline in a single trench under an asphalt-paved street over a section of at least 150 metres, where the gravity pipe outer diameter was at least De 200 mm and the water pipeline outer diameter was at least De 110 mm. The tender must include the bidder’s authorised representative and the responsible representative during contract performance, i.e. the contractor’s project manager; their contact details must be provided in a free-form document.
