Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply to the bidder or to its management, administrative or supervisory body members, or to persons authorised to represent, decide for, or control the bidder. The notice covers criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground exists, the bidder may need to explain self-cleaning measures, but the exact conditions and evidence requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment. The bid must include form HD IV, the list of machines and equipment, confirming that sufficient equipment is available to perform the service works. As a compliance requirement, the bidder must confirm that the bid complies with the tender documents and that the bid price is submitted in the required structure. Conditional bids are not allowed. The machine-readable notice did not include precise qualification requirements such as turnover, experience or team requirements; these must be checked in the tender documents. The bidder must also check the official tender documents for any additional forms or proofs required.
