Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that none of the listed grounds apply, including participation in a criminal organisation, corruption, fraud and the other standard exclusion grounds set out in the procurement documents. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed. The exact list and any detailed declarations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity. The net turnover for each of the last 3 financial years must be at least EUR 150,000 per year. The bidder must also have at least 1 previous contract in the field of water monitoring devices, completed within the 36 months preceding the start of the procurement for at least EUR 20,000 excluding VAT. The bidder must provide the buyer’s name and contact details, a description of the contract subject, the contract performance period and the contract value. If the contract was concluded earlier or is still ongoing, the bidder must state how much of it was performed during the last 36 months. The bid must also include a technical offer showing the manufacturer, model and all technical parameters of the offered device. In addition, the bidder must confirm that the bid remains valid for at least 3 months and submit the required powers of attorney if the signatory is not a legally authorised representative according to the register or if a joint bid is submitted.
