Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, such as participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, terrorist offences and related crimes, and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be asked to explain any self-cleaning measures and provide evidence. The exact wording and any additional grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
Within the 60 months before the start of the procurement, the bidder must have properly completed at least one contract for the construction of a sports field or stadium, including work related to the installation of a tartan surface. A short description of the contract, the scope or area of the work, the performance period and the client details must be provided; on request, the bidder must submit evidence that the contract was performed properly. The bidder or the joint bidders must be registered in the Register of Economic Activities in the construction sector under the activity 'Construction', sub-activity 'road'; if the bidder is not established in Estonia, a certificate from the competent authority of the country of establishment confirming the registration or licence for that activity must be submitted. The bidder's project manager, who will organise the works on site, must hold at least a professional certificate of a certified road engineer, level 6, specialisation Roads, with competence in construction management, and the project manager's name and personal identification code must be provided in the ESPD. The tender must comply with all requirements set out in the tender documents, conditional tenders are not allowed, and Form 2 - Price Offer must be submitted with the tender in the required structure and format.
