Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering or terrorist financing, and the other grounds listed in the ESPD under the Estonian Public Procurement Act section 95. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents or official tender details.
Qualification criteria and exclusion grounds
The bidder’s team must include a designer with at least professional qualification level 7 as a chartered architect or landscape architect. The team must also include a water supply and sewerage designer with at least level 7 qualification as a certified water supply and sewerage engineer or an equivalent qualification, and an electrical installation designer (including low-voltage systems) with at least level 7 qualification as a certified electrical engineer or an equivalent qualification. The name, personal identification code and professional certificate number of these persons must be submitted in the ESPD by the tender deadline. The contracting authority will verify the professional qualifications itself in the professional register.
