The tender concerns winter and summer cleaning of streets, pavements, cycle paths, parking bays and crossings in the Włochy District office area in 2026–2027, divided into 2 lots. The contract covers winter mechanical and manual cleaning in lot 1 and summer mechanical and manual cleaning in lot 2. The bidder must show relevant experience from the last 3 years: for the winter lot, either one combined winter cleaning service worth at least PLN 600,000 gross, or one mechanical winter cleaning service worth at least PLN 390,000 gross plus one manual winter cleaning service worth at least PLN 210,000 gross. For the summer lot, either one combined summer cleaning service worth at least PLN 200,000 gross, or one mechanical summer cleaning service worth at least PLN 110,000 gross plus one manual summer cleaning service worth at least PLN 90,000 gross. The bidder must provide a list of services with values, dates and clients, together with proof of proper performance such as references or equivalent documents. For ongoing services, the proof must be issued within the last 3 months before the deadline. Technical capacity requirements include suitable vehicles and a 24/7 dispatch centre. For the winter lot, at least 2 plough-spreader vehicles meeting at least Euro 5 emission standards, at least 2 ploughs, one plough-spreading set for streets blocked by parked cars, GPS tracking and wireless communication are required. For the summer lot, at least 2 compact self-propelled sweepers meeting at least Euro 5 and PM10 dust emission certification, at least 1 washing vehicle or street-washing unit, plus GPS tracking and wireless communication are required. The contracting authority may request proof of the emission standard. The dispatch centre must operate around the clock and have GPS monitoring of drivers and vehicles, at least one working landline, working email and a working mobile phone. Joint bidders are assessed collectively for the relevant technical requirements. The tender documents also contain form and evidence requirements that must be checked in the official documents.
