Compliance requirements
The machine-readable notice includes the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If any exclusion ground applies, the bidder may have to provide evidence of self-cleaning where allowed. The exact list and any additional grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 service contracts of the required type during the last 36 months. At least 2 contracts must have been worth at least EUR 75,000 excluding VAT each, and they must have included system analysis, information system development, testing and deployment. In addition, at least 1 business analysis contract worth at least EUR 35,000 excluding VAT must have been completed. The bidder must submit details of three separate contracts; the same experience or contract values may not be aggregated. The reference contracts must have been delivered to and accepted by the client. Framework agreements may not be submitted as references, but contracts concluded under a framework agreement may be used for qualification. If the bidder relies on the resources of another company, the ESPD for that entity must also be submitted.
The bidder must have an information security management system implemented in software development that meets at least ISO/IEC 27001:2022 or an equivalent document. A confirmation from an independent audit firm or an accredited certification body may also serve as proof of equivalence.
The bidder must provide a project team consisting of 5 roles: project manager, systems analyst, software architect/senior developer, developer and tester. One person may not fill more than one role, and experience gained during studies or internships is not counted. For each role, a person meeting the requirements and evidence of their experience must be provided.
