Compliance requirements
The machine-readable notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder or its managers/representatives must confirm whether any final conviction applies and, where relevant, whether self-cleaning measures have been taken. The notice also refers to the possibility of submitting evidence of reliability restoration where allowed. Precise exclusion grounds and the full list of confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least three relevant service contracts in the 36 months before the start of the procurement. At least two contracts must each have a value of at least EUR 75,000 excluding VAT and must have included system analysis, software development, testing and deployment of an information system. In addition, at least one business analysis contract worth at least EUR 35,000 excluding VAT must have been completed in the same period. The bidder must submit details of three separate contracts; the experience and values may not be aggregated. The referenced contracts must have been handed over to and accepted by the client. Framework agreements alone are not accepted as reference contracts, but contracts concluded under a framework agreement may be used. If relying on another entity’s resources, the bidder must also submit an ESPD for that entity. The bidder must have an information security management system used in software development that meets at least ISO/IEC 27001:2022 or an equivalent document. For the bid, the bidder must confirm compliance with the tender documents, the required structure for the bid price, the subcontractor and supplier restrictions, the joint bid power of attorney if applicable, the trade secret declaration, the environmental requirements, and the project team composition. The project team must consist of 5 persons: a project manager, a systems analyst, a software architect/senior developer, a developer and a tester. The detailed minimum requirements for each role are set out in the framework agreement annex and must be checked there.
