Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption and fraud. If an exclusion ground applies, the bidder may provide evidence of self-cleaning and, where applicable, the required information may be available electronically. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder’s specialist must have higher education and at least 5 years of work experience in counselling or training in the psychology or social field. The bidder must submit copies of documents proving the specialist’s education and CVs. Suitable premises for service delivery must be available in Tallinn in a location that is easily accessible by public transport; the bidder must provide the service address and confirm that the premises meet the requirements. The bid must comply with the tender documents and, if an equivalent solution is offered, evidence of equivalence must be attached. If this is a joint bid, a power of attorney from the joint bidders must be submitted.
