The bidder must confirm that there are no exclusion grounds under § 95(1) and (4) of the Public Procurement Act. The machine-readable notice did not include any more specific exclusion grounds; they must be checked in the tender documents.

The bidder must have carried out at least 2 building design expert assessments for healthcare or social objects within the 36 months before the start of the procurement and must provide an overview of the contracts performed. The team must include a project manager, architect, structural engineer, utilities engineer (water and sewer), utilities engineer (heating, ventilation and cooling), high-voltage specialist, low-voltage and automation specialist, and fire safety specialist. Each key expert must hold a valid professional certificate in their field, and the bidder must provide the certificate number for each expert. For the high-voltage specialist, an A-class competence certificate, a certificate issued by a certification body under § 10 of the Equipment Safety Act, or a level 7 certified electrical engineer qualification with experience in solar power plant design assessment or design is acceptable. The architect's competence must also cover accessibility assessment, and the utilities engineers must cover the relevant internal and external network solutions. If any expert's competence document is not visible in the Chamber of Estonian Architects/Engineers database, the supporting document must also be attached. The contracting authority may disqualify the bidder if the proposed specialists do not meet the requirements.
