Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act. The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been convicted in the last five years for criminal organisation participation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking, or other listed exclusion grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed by law or by the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove technical and professional capacity by showing at least one successfully completed supervision services contract from the 36 months before the start of the procurement. The reference contract must have a value of at least EUR 25,000 and must have covered supervision of the construction of a publicly used hard-surfaced road. The bidder must provide the contract value, dates and the contracting party. The tender also requires that the bid fully complies with the tender documents, that a conditional bid is not submitted, and that the required forms and confirmations are completed, including the joint-bid power of attorney if the bid is submitted jointly.
