The tender must not be conditional. The tender price must be submitted according to the required structure. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value who are citizens, residents or companies established in the Russian Federation, or who are more than 50% owned by such persons or entities, or who act on their instructions. The offered products must have a sales authorisation from the manufacturer or official importer at least in the Republic of Estonia, and a copy or website reference must be provided. The machine-readable notice did not set out all qualification, suitability or compliance requirements in full; they must be checked in the tender documents.
