Compliance requirements
The bidder must confirm that neither it nor the members of its management bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other offences listed in the contract notice. If such a ground applies, information on remedial measures, i.e. self-cleaning, must also be provided. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
When submitting the bid, the bidder must confirm that the bid complies with all conditions set out in the procurement documents. Form 1, the price breakdown table, must be submitted in Excel format, and if requested by the contracting authority, samples of the offered products and the manufacturer’s technical documentation must also be provided for products that the contracting authority has not used during the last 12 months. If the bid is submitted for several lots, Form 1 must be submitted as one consolidated table covering all lots offered. The bidder must also confirm that the bid price has been entered in the required structure, that the bid is unconditional, that equivalence has been explained where necessary, and that subcontractors or suppliers from the Russian Federation, Russian residents, or entities established in the Russian Federation, or persons/entities controlled by them, are not engaged for more than 10% of the contract value. In the case of a joint bid, a power of attorney from the joint bidders must be attached.
