Compliance requirements
The bidder must confirm the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences and other mandatory exclusion grounds set out in the tender documents. If an exclusion ground applies, the bidder may describe self-cleaning measures and, where applicable, provide evidence. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked for the complete requirements.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 12,000. Joint bidders may aggregate turnover. If the bidder relies on another company’s resources, the other company’s details and, if requested, evidence of its turnover must also be provided. The tender must include a detailed description of the recording system, including data security measures, and the manufacturer’s technical specification or other manufacturer-issued document that allows the contracting authority to verify compliance with the technical description. The bidder must confirm that the tender complies with the procurement documents and, where relevant, that equivalence has been explained and supporting evidence attached. If the bidder is a joint bidder, a separate ESPD must be submitted for each joint bidder. If the bidder has authorised persons who are not visible in the business register, their names and personal identification codes must be provided, or the bidder must confirm that no such persons exist.
