Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences, where these are grounds for exclusion. If such a ground exists, the bidder may submit evidence of self-cleaning measures, if permitted. Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three completed financial years must be at least EUR 80,000. The bidder must provide turnover data for the last three financial years. Within the 36 months preceding the start of the procurement, the bidder must have performed at least 3 vehicle sale contracts or capital lease/operating lease contracts. A list of similar contracts must be submitted, and evidence of compliance must be provided on the contracting authority’s request. The tender must be signed by the bidder’s legal representative or an authorised representative. If the signatory is not a board member entered in the register, a power of attorney must be attached. In the case of a joint bid, a jointly authorised representative must be appointed and a joint-bid power of attorney must be attached. The bidder must provide the make of the offered vehicle and the manufacturer’s technical specifications, together with confirmation that the vehicle complies with the technical requirements set out in the tender documents. The bid must comply with all tender document conditions; conditional bids are not allowed; and the price offer must be submitted in the required structure. The bidder must also indicate any business secret and confirm compliance with equivalence requirements where an equivalent solution is offered.
