Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capacity and the competence of key personnel. Annual net turnover for 2023, 2024 and 2025 must be at least EUR 8,000,000 in each year, and construction-sector turnover must be provided year by year. The bidder must have valid professional liability insurance of at least EUR 1,000,000.
The construction works project manager must have a certified construction engineer level 6 or equivalent competence, knowledge of biosecurity requirements on livestock-farm premises, and experience of managing the construction of at least 2 similar buildings within the last 5 years, each with a minimum area of 5,000 m². Biosecurity knowledge must be proven by a certificate from an accredited training provider.
The site manager for the construction works must have a certified construction engineer level 6 or equivalent competence, knowledge of biosecurity requirements, and experience of managing the construction of at least 1 similar building within the last 5 years, with a minimum area of 3,000 m².
The design works project manager must have a certified construction engineer level 7 or equivalent competence and experience of managing the design of at least 2 similar buildings within the last 5 years, each with a minimum area of 5,000 m².
The bidder itself must have completed at least 2 similar construction projects within the last 5 years, each with a minimum area of 5,000 m², and at least 2 similar projects up to the working design stage. For the design of the specialist parts, a person with level 6 or equivalent competence in water supply and sewerage engineering must be involved.
The bid must comply with the procurement documents and, where necessary, equivalent solutions must be explained and supporting evidence attached. Conditional bids are not allowed. Trade secrets must be identified and justified in the bid. The supplied goods must not be subject to international sanctions or originate from sanctioned areas.
