Compliance requirements
The tender documents include the standard exclusion grounds. The bidder must confirm that none of the mandatory exclusion grounds apply, including participation in a criminal organisation, corruption and other conviction-based grounds listed in the ESPD. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. The notice also requires confirmations that the bidder does not use subcontractors or suppliers subject to the specified EU sanctions restrictions and that the offered goods or services are not subject to international sanctions.
Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance requirements set out in the tender documents. Financially, the bidder’s total annual turnover for each of the last three financial years completed before the start of the procurement must be at least EUR 100,000. Technically, the bidder must have completed at least one electrical installation operation management service contract within the last 36 months, with a value of at least EUR 10,000 excluding VAT, and must list the contract value, dates and client contact details in the ESPD. The bidder must involve at least one operation management specialist with at least B competence class or at least level 5 electrical qualification certificate, and the bid must include that specialist’s qualification certificate; if the specialist is not directly employed by the bidder, a signed confirmation of participation is required. The bidder or its subcontractor must be registered in the business register for the activity area 'Electrical works' or hold an equivalent licence or authorisation in the country of establishment. The bid must also include the required confirmations and forms, including the price form, joint bid authorisation if applicable, confirmation that the bid is unconditional, confirmation of the required price structure, and confirmation regarding excluded subcontractors and sanctions-related subcontractors or suppliers.
