Compliance requirements
The machine-readable notice sets out mandatory exclusion grounds, especially criminal-conviction-related grounds. The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons with authority to represent the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other listed offences, where the exclusion period is still in force. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The exact list must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include separate financial, experience or team qualification requirements. For bid compliance, the bidder must confirm that the bid meets all conditions set out in the procurement documents. The bid price must be submitted on Annex 3, the price form, and must include all costs necessary to perform the procurement. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. Conditional bids are not allowed. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If precise requirements or evidence are only in the documents, they must be checked in the tender documents.
