The bidder must confirm that none of the exclusion grounds under § 95(1) points 1–5 of the Public Procurement Act apply to it. These include, among other things, convictions for criminal offences, enabling illegal work, offences related to child labour or human trafficking, tax debts, and breaches of international or Government sanctions.

The bidder must have performed at least one contract for work similar to the subject of the tender, namely air conditioner installation, maintenance or repair, within the last 36 months before the start of the procurement, with a total value of at least EUR 4,000. A list of at least one such contract must be submitted, including the significant value, dates and the other contracting parties. The person responsible for carrying out the works, or the subcontractor, must include an electrical works supervisor with at least a Class B competence certificate or equivalent or better competence. A copy of the document proving the qualification and competence must be submitted.
