Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor any proxy holders or other persons authorised to represent it, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include more precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The ESPD and the compliance conditions state that the bid must comply with the technical specification and that the bidder must provide the required declarations and evidence. The contract covers the design, manufacture or supply of two year-round accommodation modules, transport to Räpina Harbour, construction of the foundation or supporting structure, water and sewer connections, electrical supply works, interior finishing, installation of fixed equipment, commissioning, tests, audits, as-built documentation and submission of the notice of use. The machine-readable notice did not include more precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
